The Order 2981 of the 20th of December of 2013 established that the “municipalities and districts should elaborate, implement and keep updated a municipal or district plan for the integrated solid waste management (PGIRS) at the local or regional level depending on the case, according to the integrated waste management framework, the present order and the methodology for developing PGIRS”; for which they have a deadline of eighteen (18) months to review and update their particular PGIRS.

To achieve the mentioned objective, the Ministry of Housing, City and Territory in conjunction with the Ministry of Environment and Sustainable Development, released the Resolution No. 0754 form the 25 of November of 2014, which establishes the methodology to the formulation, implementation, evaluation, tracking, control and update of the second generation PGIRS. This Resolution must be adopted by every Mayor in all the municipalities and districts around the country.

In accordance with what has been mentioned above, the municipality of Villa de Leyva carried out, since the month of June of 2015, the update of the PGIR, giving that the deadline to update and adopt such plan was until the 20th of December of 2015.

The municipality advanced on the updating activities through the consultancy contract 185 of 2015 together with the Unión Temporal Actualización PGIRS (a joint venture) between the Colombian Association of Sanitary and Environmental Engineering ACODAL and the Corporation Zero Waste Colombia.

During this period took place the recollection of data to create the baseline, which covers the parameters by components of the municipal janitor and public cleaning services. This includes: the institutional structure of the public waste management service, the generation of waste, the recollection, transport and transference, public areas cleaning activities, mowing of grass and pruning of trees, cleaning service for public areas, reuse, final disposition, special solid waste, waste management in rural areas and risk management.

Likewise and to guarantee a proper diagnose of the municipal cleaning system, a characterization of the solid waste was made, taking into account the recollection routs designed by ESVILLA E.S.P. (the municipal’s Janitorial and Public Cleaning Agency), which allowed the recollection of key data such as the amount of waste generated in the municipality, as well as the percentage of this waste that can be reused or recycled in any way. Also, activities to identify local integrated waste management initiatives were performed. Such activities are being developed by different sectors such as the municipal service provider, environmental organizations and natural persons.

All this work has been done with the purpose to finish the initial diagnose and to identify the main problematics for the formulation of objectives, goals, programs, projects and activities, directed to guarantee a social, environmental and economic sustainability of the municipality’s janitorial and public cleaning service in the future.
